Request for Preliminary Ruling on National Transparency Rules for Media Intermediary Services

On 16 July 2025, the Verwaltungsgericht Berlin submitted a request for a preliminary ruling in Case C-474/25 LD v Medienanstalt Berlin-Brandenburg. This request was published yesterday in the Official Journal of the European Union.

Context of the Case

The referring court seeks clarification on the applicability of national provisions that impose transparency obligations on providers of media intermediary services. These services consist of information society providers who aggregate, select, and present journalistic-editorial content from third parties in a generally accessible manner without merging the content into a single package.
